U.S.-EU continue aviation talks The United States and European Union pledged this week to continue negotiations on a comprehensive aviation treaty to deregulate transatlantic aviation

services during meetings on a wide-range of transportation issues in Washington between U.S. Transportation Secretary Norman Y. Mineta and Jacques Barot, EU vice president and transport

commissioner.    Negotiations began in 2003 have stalled so far.    The European Union has pushed without success for an agreement liberalizing cargo services as a first step towards a

broader pact on passenger services.
