administration plan to expand snowmobile access to Yellowstone and Grand Teton national parks. The plan would have allowed parks to admit 540 snowmobiles per year, twice what the parks
currently allow. But Judge Emmet Sullivan blocked the proposed change, calling it “arbitrary, capricious, and contrary to law.” Environmental groups argued that additional snowmobiles would
