Negotiators failed to reach an agreement paving the way for four-nation talks aimed at achieving a final peace treaty on the divided Korean peninsula. Negotiations will resume the week of
Sept. 15 in New York, a senior U.S. official said. The goal of the meetings involving the United States, China and the Koreas is to arrange a conference to forge a permanent peace agreement.
A 1953 armistice ended fighting between North and South Korea but left the two nations with an uneasy truce. The last issue standing in the way of the conference is the agenda.
