Faced with a deficit of more than $50 million, the Los Angeles City Council on Friday instituted a hiring freeze for all positions except police officers. The council voted, however, to
reduce the number of recruits entering the Police Academy each month so the city does not exceed the 450 new officers approved when the budget was adopted last spring. Mayor Richard Riordan
and some council members, hoping to find funds to hire as many as 710 during the year, had kept the academy full with 90 recruits each month during the fall. MORE TO READ
