Peru’s entire Cabinet resigned in the wake of Prime Minister Luis Alva Castro’s surprise decision to quit the government. The 16 ministers offered their resignations to President Alan

other ministers’ resignations. Alva has been jockeying within the ruling American Popular Revolutionary Alliance for its nomination in presidential elections due in 1990, observers said.
