Concerned that low-quality apartment projects may be blighting some neighborhoods, the City Council has voted to extend until Sept. 8, 1987, a moratorium on the construction of residential
rental units.
The original ordinance, a 45-day ban on apartment construction, was approved by the council Sept. 8.
After hearing appeals from several developers, council members agreed at their Oct. 27 meeting to exempt builders who had paid fees and had their initial plans checked by the Planning
Commission completed before Sept. 9.
The council also asked the commission to draft an interim ordinance within 90 days that would set forth strict standards for the construction of multifamily housing. Developers who could
meet the new standards could be exempted from the moratorium, city officials said.
