Anti Racist Cumbria said it perpetuated racist stereotypes in a region that a study showed was 99.3 per cent white.A spokeswoman said: "This kind of imagery can put communities under
suspicion for no reason.
"We have already heard from some local residents that they fear being more 'watched' as a direct result of this leaflet."
Cumbria Police accepted it was "a poor choice of image" and withdrew the leaflet, which was first delivered in June.
